Every year, wealthy luxury owners arrive in London from the Middle East with their collection of flash supercars. On a number of occasions, the foreign supercars have been driven dangerously around the affluent residential streets, angering locals who are kept awake by the sound of revving engines3.

Last year, following numerous complaints, the Royal Borough of Kensington and Chelsea introduced a Public Spaces Protection Order4 in Knightsbridge. Motorists are now banned from revving their engine, rapidly accelerating, racing, performing stunts, sounding horns or causing obstructions. They are also prohibited from leaving the engine of a stationary car running.

Over the past three weeks, seven drivers have been handed fixed penalty notices.

Council leader Cllr Nick Paget-Brown said: “It’s too early yet to judge the success of the PSPO but the police and the council will continue to ticket drivers who breach it until the message gets through that our residents are not to be disturbed by supercars.”

British tourist who died in holiday fall may have been victim of sexual assault

Described by witnesses as ‘zig-zagging’ from side-to-side through drink, Kay spent the night dancing in bars at the Cala En Porter resort before walking towards her accommodation initially with a Spanish chef at around 4am. But just four hours later, Mrs Flitcroft, from Blackpool, Lancs, was found critically injured in a gap between a supermarket and a wall, She was airlifted to hospital but pronounced dead the following day. A post-mortem examination concluded she died from serious head injuries.

British police investigated the incident as a possible sexual assault after inquiries revealed Mrs Flitcroft was found at the scene with her underwear around her ankles and her skirt at the top of the wall.

But almost two years on her family have learned no criminal charges will be brought, despite their unanswered questions over whether she was alone at the time of the fall. A British holidaymaker and a Spanish chef were quizzed over the victim’s death. The Blackpool inquest was told privately educated Mrs Flitcroft had graduated from Liverpool Hope University and worked as an English teacher in South Korea before becoming branch manager of a William Hill bookmakers. She had flown out to Menorca with her husband whom she married in 2011 to stay at the Discount Holidays © holiday home of her parents Roger and Sue Isherwood.

On the evening of May 30 2014 she and Mr Flitcroft watched England play Peru in a soccer friendly ahead of the summer’s World Cup tournament.

From 8pm until around midnight they partied with a group of friends at the Seagrams pub in the resort, before Mr Flitcroft decided to head home. Kay stayed with a group of men and women who were also holidaying in the area and they moved on to Ayashe bar, a late-night venue popular with local pub and restaurant staff. Described as ‘fun-loving, energetic and flirtatious’, Kay befriended a Spanish chef and an older British holidaymaker in the club and stayed with the pair until around 4am, by which point her friends had left, it was said.

In a statement, her friend Victoria Goodman, who had been with the group until 3am, said that the following morning she bumped into another man who had been with the group2 the night before. The man, Ian Shepherd, said a friend Gerald – known as Jez – had not returned to the apartment until 8am, but later changed his story, it was said.

“He clearly did not know what had happened to Kay,” Ms Goodman said. “He told me Jez had not got back until 8am and he said he had been with a blonde bird watching the sun rise. There had been three blonde girls out and he questioned whoKay was and I said she was blonde with glasses but he didn’t know anything which was apparent from his behaviour.”

But the man was later interviewed by British police where he confirmed he had met Kay and they had chatted but he last saw her at 4am. He said he went towards his own accommodation and sat on a cliff overlooking the sea while he smoked cigarettes, where he briefly spoke to a woman who was walking her dog.

Chef Oscar Armando, who had been with working at a nearby restaurant before visiting the Ayashe bar, is believed to be the last person to see Kay before the incident. He said: “She was walking in a zig zag. She was dancing in a provocative way with everyone at the bar. Jez told me to go away as if telling me she was his.

“When I left I asked if I could take her home. When I saw she was very drunk I turned around and went home. This was about 4.40am.”

Det Insp Patrick O’Neil of Lancashire Police said officers investigated a sexual element to the tragedy but found no evidence3. Recording a narrative conclusion, coroner Alan Wilson said Mrs Flitrcroft may have been trying to answer a call of nature when she fell.

But he added: “This is clearly a very difficult set of circumstances. She was heavily intoxicated during the course of the evening and morning but it can’t be established how she came to fall from that wall.”

“Perhaps she needs to urinate and has found a quiet spot but hasn’t appreciated what the drop was on the other side. For me to record that in the conclusion wouldn’t be appropriate as it would be speculating. I do think there is a chance that might have happened.”

In a statement Mr Flitcroft, an executive office manager, said he grew concerned when he woke at 7am and his wife was nowhere to be seen. When she failed to respond to text messages he went looking for her, and soon stumbled across an ambulance near their villa before his ‘world then ended’. He did not attend the hearing and is said to be living in Spain with a new partner. Speaking after the hearing, Kay’s brother Michael Isherwood said: “We have got a lot of unanswered questions and we will probably never know exactly what happened.

We want to know whether or not she was on her own. I don’t believe she would have been going there for a wee, to use the toilet. That’s not a possibility, not if you knew her.

“She was such an amazing woman.

She was awesome.

She was always the centre of attention with such a warm personality.”

US tourist killed in wave of attacks in Israel as Joe Biden arrives for visit

Minutes earlier, a young Palestinian man wounded two Israeli police officers as he opened fire from a motorcycle in a drive-by shooting in East Jerusalem. He was killed in an exchange of gunfire. A Palestinian man also stabbed an Israeli in an off-license in the city of Petah Tikva. The victim pulled the knife out and stabbed the attacker to death with it, according to Israel’s Channel 10.

Earlier in the day a 51-year-old Palestinian woman was shot dead after allegedly trying to stab an Israeli police officer in Jerusalem. The violence made for a bloody start to Mr Biden’s two-day visit.

Speaking just a few minutes from the scene of the Jaffa attack, the vice president said: “We have absolutely, total unvarnished commitment to the security of Israel. There is no evidence that the attacks were coordinated, however police said it was possible that Mr Biden’s visit was a “general trigger” for the violence.

They represent another grim day in the midst of a wave of violence that has killed around 183 Palestinians and 28 Israelis. Most the of Palestinian dead were killed while attacking Israeli troops or civilians, according to the Israeli military. There are few hopes that Mr Biden’s visit will lead to movement on the peace process, which has stagnated amidst recriminations on both sides.

The visit is expected to focus instead on a new ten-year US military aid package for Israel that is being negotiated between the two sides.

The US provides Israel around $3 billion ( 2.1 billion) a year in military aid under a an agreement that is due to expire in 2018. Israel hopes that the new agreement, referred to as the “memorandum of understanding”, will increase that figure but the two sides have yet to reach a deal. Benjamin Netanyahu has suggested that if the Obama administration is unwilling to meet his requests, he could wait until a new president takes office in January 2017 and negotiate with them instead.

Mr Biden arrived amid a fresh spat between Mr Netanyahu and the White House. The Israeli leader was expected to fly to Washington later this month but abruptly called off the trip – apparently with no warning to President Barack Obama. The White House issued an unusually pointed statement saying it was “surprised to first learn via media reports that the prime minister, rather than accept our invitation, opted to cancel his visit”.

Mr Netanyahu’s office denied that he had surprised the White House and said he called off the trip to avoid becoming entangled in the heated politics of the US presidential election. Mr Biden may also focus on supporting nascent reconciliation talks between Israel and Turkey. The two Middle Eastern countries have been in a diplomatic freeze since Israeli naval commandos killed nine Turkish activists on a Gaza-bound flotilla in 2010.

Shortly before Christmas, they announced they had reached the outlines of an agreement to restore ties but have yet to reach a final agreement. Mr Obama personally brokered an apology phone call from Mr Netanyahu to Recep Tayyip Erdogan, the Turkish president, during a visit to the region in 2013. Mr Biden may hope to secure a similar movement.

The US vice president will meet with Mahmoud Abbas, the Palestinian leader, in the West Bank city of Ramallah on Wednesday night.

Mr Abbas is expected to tell Mr Biden that the Palestinian people and their semi-government, the Palestinian Authority, are at breaking point as time passes without any prospect of a peace deal with Israel.
